Tools and models are ranked in separate cohorts (their adoption is not measured in the same units), banded through the exact population curve the product-rank game already spends on its six species (45 / 28 / 15 / 8 / 3.8 / 0.2%), and rated by a straight interpolation across the same tier bands published on /rarity.

Tiers, by real population
Counted off the live catalogue, not the target percentages the seed aims for. A 29-tool cohort rounds unevenly; a 483-model one does not.

Two cohorts, one curve. A model's adoption is its share of tracked usage in ToolDrift's latest weekly ranking, one consistent metric across all of them. A tool's adoption is its weekly OpenRouter tokens where ToolDrift has it; failing that, its GitHub stars; failing that, it is ranked last in its cohort on the thinnest evidence available. Each cohort is ranked most-adopted first and banded through the same cumulative curve, so a Tier IV tool and a Tier IV model are equally rare within their own set, not against each other.
Tier VI is capped, on purpose. The core line's Tier VI has no ceiling and is reached, in practice, never: about 1 in 1.29 billion. A fixed catalogue card can be guaranteed to exist, so this line caps Tier VI at 1,000,000, twice Tier V's own top, rather than borrow a ceiling built for a probability nothing here can produce.
The chase, right now
Exactly one tool and one model land in Tier VI: whichever sits at the very bottom of its cohort. When ToolDrift's ranking moves, this changes with it.
